Zero is not an option. They choose to protect the aggressor in a domestic situation over the victims. As a non profit they depend on sponsors and I would recommend you seek to fund shelters that put children first. They should be required to do a background on anyone they chose to help or you may expose other victims to the wrong people. At the very least verify with Child Protective Services. The victim should easily be able to provide documentation in the form of a founded letter from CPS.
