Staff at the window bipolar she's always nasty cranky judgemental plays on her phone while you ask questions and doesn't want to help or she raises her voice if you don't understand what she's saying through that window.

I finally got to the top of the list. Send me contractor from Everett and two helpers., I thought I'd finally get my warped cellar door replaced which is where the cold air comes in and makes the kitchen cold above., wouldn't replace the door , taped large piece of Styrofoam insulation in t he the center of door to block cold air said the rules have changed they don't replace windows and doors unless there falling apart. My opinion is if air is coming through the door it's falling apart.get contractors from Altoona they know more are better workers

If i could give a negative 5 star review, I would. Unfortunately, because of Victoria, I have to give her a 1 star, but she deserves a negative 5 stars. Victoria at Community action is horrible. I explained to her that I got out of jail and went to a rehab only because I was homeless and wanted to better my life, now that I am in that rehab (if I was not here I would be homeless) that I am not homeless. Victoria, "I am in a rehab because I am homeless, want to better my life and get my life together. If I am not here, I am homeless. I work. I successfully complete in a couple of days. Because you are fixed on doing things your way and in opposition of Indiana county community action and the two other community actions throughout PA I have spoke with, I am successfully completing a rehab returning to homelessness. The 3 other community actions I spoke and met with in PA had to have the director of the halfway house I am in fill out a homeless verification indication That I am homeless and in treatment. I submitted those documents and they were accepted. The only problem being that I am a citizen and resident of Blair county. The representatives at the one director and two community actions I spoke with said that document confirms me as homeless and I qualify for first month rent and security deposit. Again, however, they told me to call BCCAP. I did. I got in touch with Victoria. Victoria, told me I need to successfully complete this halfway house that I have been at for less than 90 days return to the cold streets and pavement and then I qualify. This is ridiculous. I told Victoria that her fixed ways of doing things how she wants to do them is not right. I explained that she is adding injury to insult. For people who are homeless, she looks down on. Victoria is not at BCCAP to help. She is not at BCCAP to assist with the homeless problem in Blair county. Victoria is at BCCAP to keep the homeless, homeless. She is their to make the homeless suffer even more than they already are. She just went completely against the rules and policies because she is fixed in her view of us. Do not see Victoria. She is a bad apple at BCCAP.
