Abortion is illegal in Alabama unless it's determined to be necessary to prevent a serious health risk to the unborn child's mother. According to the latest bill (HB 314), individuals who provide an abortion or abortion services may be charged with a felony. There is no criminal or civil liability for mothers who choose to have an abortion in violation of state law. Mothers must attend mandatory counseling with a 48 hour waiting period before deciding upon an abortion only permitted to be performed by a physician, and must receive an ultrasound. State Medicaid coverage is not granted except in limited circumstances. Parental consent is required for minors.
