Inundated with burocratic paper work on workers and clients always stressful, and expensive trips repeatedly for paperwork. It's extraneous process. Can easily stream lined process and requirements for urgent/emergency assistance. People always put value money. Disperse to give a hand up a jump start for people needing help you singularly distribute.
